Participant Control: Veterans, or their representatives, directly hire and manage their own care staff
Eligibility: Open to veterans of all ages who meet clinical criteria for nursing home-level care and are enrolled in the VA system. It does not require a service-connected disability rating.
Services Covered: Assistance with activities of daily living (bathing, dressing, toileting) and instrumental activities of daily living (meal prep, housekeeping).
Role of Centers for Independent Living (CILs): CILs often act as the aging and disability network agency partnering with the VA to provide a Person-Centered Counselor (PCC). This counselor helps veterans develop a care plan, manage their budget, and navigate hiring.
